ABOUT THE
COMPREHENSIVE PLAN
The City of Alamogordo Comprehensive Plan will be used to guide decisions, forecast economic trends, and inform future development within Alamogordo. The Comprehensive Plan involves a careful consideration and evaluation of our community's economic forecast, existing land use goals and policies, and the drafting of a future land use plan. This plan will also address the short and long-term goals and priorities of the City, and will provide realistic tools for growth going forward.
Plan Elements
Various plan elements will make up the the Comprehensive Plan, and will be analyzed to create the individual chapters within it. The following plan elements will be analyzed within the Comprehensive Plan:
Growth Strategy
(Land Use)
This chapter will guide where and how Alamogordo grows and redevelops over time. It will establish a vision for future land use that supports a vibrant community, protects existing neighborhoods and natural resources, and encourages sustainable, efficient development patterns.
Connected Community
(Transportation)
This chapter will provide a framework for creating a safe, reliable, and connected transportation system for people of all ages and abilities. It will address streets, sidewalks, trails, bicycle facilities, transit, freight, and accessibility to improve mobility and strengthen connections throughout the community.
Resilient Infrastructure (Infrastructure)
This chapter will provide a framework for maintaining and improving the infrastructure systems that support daily life and future growth. It will address water, wastewater, stormwater, utilities, and other essential infrastructure to ensure services remain reliable, efficient, and resilient as the community evolves.
Economic Prosperity (Economic Development)
This chapter will identify strategies to support a diverse and resilient local economy. It will focus on attracting and retaining businesses, supporting entrepreneurship, expanding employment opportunities, strengthening tourism, and building on Alamogordo's unique assets, including Holloman Air Force Base, White Sands National Park, and the city's role as a regional center.
The Places We Share (Community Services and Facilities)
This chapter will establish a vision for the public spaces, services, and facilities that contribute to residents' quality of life. It will address parks, recreation, libraries, public safety, schools, healthcare, civic facilities, and other community resources needed to support a healthy, connected, and welcoming community.
Great Neighborhoods (Housing and Neighborhoods)
This chapter will outline strategies to create safe, attractive, and inclusive neighborhoods. It will promote a variety of housing choices, encourage reinvestment in existing neighborhoods, support neighborhood character, and help ensure residents have access to housing that meets their needs throughout every stage of life.
